Civil administrations in Turkey should be determined according to geographical region principles. In order to achieve this, the geographical characteristics and potential of the area should be identified clearly. The investments will be avoided to be unbalanced, coincidental and subject to political interest and the problems encountered in the determination of geographical regions and administrative areas will be lowered substantially as a result of the proper planning of what should be and can be done inside the region. The center of the administrative area should be a central settlement that has suitable geographical location and conditions and infrastructure available for providence of public service regularly, continuously and comprehensively. Consequently, natural, historical and cultural resources, total population and population per unit area, distribution of he population, settlement network and feature (town/city), administrative structure, settlement planning, transportation, communication, education, health service, public order and security infrastructure, social lifestyle, economic opportunities and variety of mainstay of the area should be taken into consideration.
